The material is yellow and semi-translucent, with a printed grid that facilitates easy alignment with timber studs or joists. Integrated tapes are situated on the membrane's outer edges, following a dotted overlap line, on alternating sides on the upper and lower surface. This allows a jointed and sealed overlap by applying two layers of adhesive to each other. As a result, a more effective seal than a traditional overlap tape is provided, even when lacking an underlying substrate.
Additionally, the adhesive used in the double-layered strips acts as a sealant, reducing air leakage caused by mechanical fixings.

Can this be retro fitted over PIR board (between joists) that will be on a ground floor timber suspended?

Provided it is fitted on the warm side of the insulation (innermost side) - I can see no issue as to why you could not do this.
